POWER Library aims to transform global offshore wind knowledge-sharing

  • The POWER Library is an AI-powered platform for accessing and exploring best-in-class publications on offshore wind.
  • Ocean Energy Pathway and Climate Policy Radar have combined their expertise in policy, strategy, AI and data science to develop an innovative resource to support the growth of a sustainable offshore wind sector.

On 9 April at the WindEurope Conference 2025 in Copenhagen, Ocean Energy Pathway and Climate Policy Radar announced the public launch of the Publications on Offshore Wind Energy Research Library, an AI-powered search platform for offshore wind. The library tool — referred to as the POWER Library for short — provides a single, comprehensive location for accessing and exploring hundreds of documents on offshore wind, along with relevant climate policies and legislation.

Offshore wind energy is a key technology if we are to triple renewable energy by 2030 and bolster energy security globally. Yet, challenges remain for scaling the sector globally, including macroeconomic headwinds caused by rising inflation, high interest rates, supply chain constraints, policy and permitting bottlenecks, and an uncertain trade environment. Building an investible policy environment that aligns these projects with positive outcomes for nature and local communities is a major undertaking for governments keen to accelerate offshore wind development. At the same time dis- and misinformation is catalysing opposition and further challenging policymaker bandwidth.  

Access to reliable information is essential for policymakers, civil society, industry, and the broader public to make informed decisions about offshore wind. While there is a large amount of publicly accessible, high-quality policy documentation and research available, it is often sparse and siloed, making it time consuming to find, select, and process relevant pieces of information, especially for policymakers working in emerging markets.

The POWER Library directly tackles this challenge by providing a one-stop searchable tool for stakeholders to look for information on offshore wind policy worldwide. Key benefits of the Library:

  • Curated by offshore wind experts at Ocean Energy Pathway, and powered by Climate Policy Radar’s machine learning models, the POWER Library allows users to access and search policy concepts across and within hundreds of publications on offshore wind. 
  • By making these publications easily accessible and searchable, the POWER Library will play a vital role in helping users understand best practices, stay up to date with the latest information, and design effective strategies for sustainable development of offshore wind.
