As Vietnam accelerates its transition toward a cleaner and more secure energy future, the Ministry of Industry and Trade of Vietnam and the British Embassy in Hanoi today launched the UK–Viet Nam Offshore Wind Accelerator Partnership alongside Ocean Energy Pathway and the Carbon Trust.
The Accelerator has been launched to support Vietnam at a pivotal stage in its offshore wind market development and is a practical, delivery-focused programme combining technical assistance, research, and international collaboration. It complements broader international efforts, including Vietnam’s Just Energy Transition Partnership (JETP).
Vietnam is uniquely positioned to become a regional leader in offshore wind. With an extensive coastline, strong wind resources, and rapidly rising electricity demand driven by economic growth, the country has significant potential to scale up clean power generation while enhancing long-term energy security. Building on more than 6 GW of installed wind capacity, the revised Power Development Plan VIII (PDP8), issued in April 2025, sets an ambitious target of up to 17,032 MW of offshore wind capacity by 2035.
Realising this ambition will require overcoming early-stage barriers: from policy and planning to technical capacity and project development. Offshore wind is expected to play a critical role in meeting rising energy demand, reducing reliance on fossil fuels, and supporting Vietnam’s pathway to net zero.
The programme will focus on three priority areas:
- Capacity building for government institutions and industry
- International experience sharing, leveraging UK expertise
- Targeted technical assistance in priority technical and policy areas
Designed to deliver both system-level impact and tangible on-the-ground progress, the Accelerator will support the frameworks needed to drive early project development and bankability, and systems for offshore wind integration into Vietnam’s power system.
The Accelerator will operate as a collaborative virtual platform, bringing together expertise from government, industry, and technical partners. The initiative is:
- Funded by the UK’s Department for Energy Security and Net Zero (DESNZ) and Ocean Energy Pathway
- Delivered by the Carbon Trust as lead technical partner
- Coordinated by the British Embassy in Hanoi, serving as the UK’s focal point
A joint project board will guide overall direction and implementation, with the Electricity Authority of Viet Nam (EAV) steering priorities and technical inputs.
